The vitamins themselves were all legal but cyclists are forbidden to self inject due to risks of air bubbles etc. Allegedly when caught with them and reported by a teammate he claimed he hadn't been able to go through with the injections, which technically meant he hadn't broken the doping rules, just Sky's internal ones. The doctor said he was very concerned about the guy's mental health and they sent the vials off for testing. When they just came back as legal vitamins, they decided to deal with it internally and didn't report it to the authorities.
Assuming that account is true, I can't see this as a smoking gun...

Funny kind of drug fiend who tells the Governing Body in advance what he proposes to take and gets permission to do so.

I feel sorry for Froomey on the next TDF because there will be even more "fans" chucking bottles of urine over him because of all this

'Ha, pull the other one Excession.'

Well - even if they did know he injected - 'Cycling team covers up injections of legal substances' isn't exactly Lance Armstrong territory is it?
