Indeed Coffers but a container of ping pong balls when it breaks free is rather less destructive than say a container load of lead rolls for roofing and that's why generally the latter goes at the bottom of the stack and the former at the top. Unfortunately on a car transporter there aren't some light cars that you can put on an upper deck. In addition when containers break free they tend to fall overboard rather than causing the ship to capsize because they're trapped inside it.
