When a reasonable bystander can speculate that they eff d up the criminal  investigation so bad,  all the plod had  left was civil forfeiture ….

If most of the money was still in his accounts and they couldn't clearly show what the other money had been applied to, it's hardly their fault they don't have enough to prosecute.  You know its designed to be hard to get a prosecution, don't you?
