Also he who shoutest loudest in reporting them or online asking for things to be removed usually wins the day which is very unfair - like out breach of the peace laws - depends on what others around think of the action, not the objective action itself. It's very complicated for the police who then end up talking about context - as they did to someone complaining about symbols used on a march recently and police refused to intervene.

The police have an impossible job interpreting the law, which should not be their role. They should be able to work from clear guidance.
