Reading between the lines here the author has stool issues, I think they consult the Bristol Stool Scale and have worked out a formula as to how many sheets according to stool type. Cushioning may be provided by 4 sheets but that surely isn't enough for a stool muffle. Not only does the cushion and muffle apply here but lining the bowl may be a requirement depending on where you are on the Bristol scale.
